Jan Tomsky is a partner with Fagan, Friedman and Fulfrost, serving clients from the Oakland office.  A nationally recognized leader in special education law, Ms. Tomsky has represented school district clients in mediation and due process hearings, as well as in special educations matters has helped scores of districts to address issues and resolve disputes in this specialized field.  Additionally, Ms. Tomsky has assisted districts in countless student expulsion hearings particularly those that involve complex or sensitive issues and has successfully defended districts’ decisions or appeal to county boards and in court.


Eliza J. McArthur, a principal in the California law firm of McArthur & Levin, LLP, has devoted her practice exclusively to special education and disability laws,  and representation of school districts in the United States. She has provided consultation and advice on an ongoing basis to school districts throughout the country.  Ms. McArthur is an experienced lecturer in special education law, having made presentations throughout the United States.  She has been an invited speaker in presentations before educators, attorneys and state departments of education, including the California Special Education Hearing Office as part of its ongoing hearing officer training, the Delaware Department of Education, the New Mexico Department of Education, the Association of California School Administrators, the Illinois Office of Administrative Hearings, and numerous other educational agencies and organizations.   She has written or contributed to articles and books in the area of special education.


This course meets the qualifications for 3 hours of continuing education credit for LEPs, LMFTs, LPCCs and LCSWs as required by the California Board of Behavioral Sciences. This course also qualifies for 3 hours of continuing professional development for Nationally Certified School Psychologists, under provider number 1025. CASP maintains responsibility for the program and its content.
